Additionally, he oversees the implementation and control of the firm’s enterprise solutions through adherence to engagement best practices and compliance guidelines while being intricately involved with the firm’s growth vision, strategic planning, and execution models.

He has an outstanding record of leading defense businesses, manufacturing, technology, and design organizations through significant change, process improvement, productivity gains, and profitability improvement. Donald has proven success in general management on both production and development programs within commercial, government, and municipal entities. He is effective at developing domestic and international markets, acquiring defense contracts, and launching new products while achieving superior business results. He has extensive experience managing people, programs, and budgets at various responsibility and organizational levels within highly technical and regulated industries. Donald is a creative strategist, problem solver, and planner capable of developing and implementing technical and business strategic plans, project execution plans, and building precise functional specifications for design/build scenarios across technology and manufacturing environments.

As an executive, entrepreneur, GM, COO, founder, program manager, educator, speaker, coach, and thought leader, Donald has amassed a treasure trove of experiences to help the firm’s clients optimize their business operations, build high-performance teams, and execute at the highest competitive levels. In addition to building and successfully selling Si2 Technologies to Antenna Research Associates (ARA), Donald has also driven global initiatives for F500 and DoD contractors such as Textron Systems, DRS Technologies, Satcon Technology Corp., Northrop Grumman, and Westinghouse. Donald has been responsible for strategic planning, large-scale budget management, talent development, organizational reengineering, ISO certification, Six Sigma accreditation, Quality Systems design, PMO/PgMO design, SEI software & PMI maturity leveling, ERP systems integration, and all aspects of Agile transformation, business analysis, and requirements allocation for $100M+ programs. Throughout Donald’s career, he has accomplished extensive business and talent development growth for the firms with which he has been associated.

In addition to Donald’s leadership prowess, he is an esteemed educator, holding an Adjunct Professor position at the University of Massachusetts Lowell, where for the last 10 years, he has designed Master’s level curricula focused on Project Management that meet multiple industry specifications. His courses are delivered on-site and with asynchronous digital support content designed to enhance the learning experience with practical application of new skills. Recently, this program has expanded globally, being leveraged by several leading universities in Japan.

Donald holds an MBA in Management and International Business from Loyola College in Baltimore, Maryland, and a BS in Electrical Engineering from the University of Rhode Island. Additionally, Donald has Top Secret Clearance/SCI and is a Six Sigma Green Belt. His professional affiliations include Life Member of the US Navy League, Member of the National Defense Industrial Association (NDIA), and Member of the Association of the United States Army (AUSA).
