Challenge

The university needed a complete Project Execution Plan that defined project scope, organizational structure, management systems, participant roles, responsibilities, and formal change control processes. The plan needed to address cost, schedule, budget profile, risk, and execution governance with the rigor required for a major research infrastructure proposal.

The challenge was to translate technical facility concepts, equipment requirements, infrastructure needs, and research objectives into a structured execution plan that met formal funding expectations and could guide the project from initiation through delivery.

Solution

AMS reviewed available documentation, including equipment and cost estimates, laboratory schematics, infrastructure requirements, facility modification expectations, and project description materials. An instrumentation finalization flowchart was developed to clarify sequencing and inform execution planning.

Using this information, AMS created a work breakdown structure, cost profile, schedule profile, funding profile, risk assessment, and monitoring approach. The completed Project Execution Plan included executive summary content, final WBS, cost estimating plan, baseline budget, contingency basis, funding profile, baseline schedule, schedule contingency, and cost and schedule monitoring plans.
